exempl (from exemplum 'model, example') + -ary 'serving as' = 'serving as an example.' Mostly praise: exemplary conduct is so good it should be the model everyone copies. But the same logic turns dark in law — exemplary damages / punishment are 'made an example of' to warn others, so exemplary can also mean 'severe as a deterrent.' One holds up a model to copy, the other a warning not to.
