Why It Means This

Qualification carries both branches of the qual family. Most often it is a credential — the thing that makes you the right kind of person for a job (a teaching qualification). But in careful writing it also means a reservation: a detail you add to make your statement a more limited kind ('I agree, with one qualification'). Both come from the same idea of specifying what kind: what kind of person you are, or what kind of claim you're making.
