Root Breakdown

Native English
re-again, back
+
com-together, with
+
mendcommand, order, entrust
=recommend

re- (again) + com- + mend (the -mend spelling of mand, 'put in hand/entrust') = to commend someone again, to a third party. When you recommend a place, you hand its name to a friend with your trust attached. The same 'entrusted instruction' flavour is why 'recommend that she apply' takes the subjunctive.

Easily Confused

recommend vs suggest — recommend puts your own endorsement behind it ('I recommend this book' = I vouch for it); suggest just floats an option without commitment ('I suggest we leave early'). Note the grammar: 'recommend doing' or 'recommend that + subjunctive,' never 'recommend me to do.'
