cost（成本）+ effective，effective = ef-（向外）+ fect（facere 做）+ -ive：花的钱能「做出」好结果——每一分成本都见效。注意它不等于「便宜」：一个 cost-effective 的选择前期可以很贵，只要单位成本的价值够高。
